The Operational Liaison and Reconnaissance Team (OLRT) is a small, highly deployable element of the Allied Reaction Force (ARF), composed of expert officers and non-commissioned officers trained to be the first NATO presence on the ground. Its role is to establish initial situational awareness, connect with host nation authorities, and assess the operational environment before the arrival of larger forces. By identifying key infrastructure, support capabilities, and any potential constraints, the OLRT ensures that follow-on elements can deploy efficiently and effectively.
The importance of the OLRT has been highlighted during recent ARF activities in Sweden and Lithuania. On the island of Gotland, collaboration with Swedish Armed Forces strengthened interoperability and validated deployment procedures in a realistic and complex environment. Meanwhile, in Lithuania, the OLRT contributed to ongoing vigilance activities by conducting reconnaissance and facilitating coordination with national defense structures. These deployments confirmed the team’s agility, readiness, and ability to rapidly shape the conditions for larger-scale NATO operations.
This capability is especially relevant as NATO prepares for the first deployment of the ARF in support of KFOR in the Western Balkans. In this context, around 50 OLRT personnel will deploy to Kosovo to identify operational, infrastructural, and logistical requirements needed to reinforce KFOR if necessary. Their work will guide the temporary integration of an ARF forward command element into the mission, ensuring that any reinforcement is timely and well synchronized. In essence, the OLRT transforms preparedness into actionable capability, enabling the ARF to deploy rapidly, confidently, and in full coordination with host nation structures.
