ARF strengthens C4ISR interoperability during Steadfast Cobalt 2026

30 September 2026, Solbiate Olona. Around 60 personnel from ARF HQ and 1st Signal Regiment participated in Steadfast Cobalt 2026 (STCO26), a SHAPE-sponsored NATO activity focused on testing, validating and enhancing the interoperability of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) capabilities within a federated environment.

The participation of ARF 27 components provided an important opportunity to further refine the interoperability of C2 systems and associated procedures in preparation for the ARF 27 stand-by period commencing on 1st  July 2027. The activity brought together personnel and specialist capabilities from across the Alliance to test the integration of systems and services and to strengthen the ability of Allied headquarters and force elements to operate effectively within a multinational and federated environment.

Conducted at NRDC-ESP in Bétera, Valencia, the activity included the participation of ARF HQ and 1st Signal Regiment personnel in the Federation Joining and Validation & Verification (V&V) phases. These activities provided an opportunity to test interoperability, validate technical procedures and further develop the ability of NATO forces to operate across a federated C4ISR environment.

For ARF HQ, Steadfast Cobalt 2026 provided a valuable opportunity to consolidate C4ISR capabilities and further refine the skills, procedures and technical arrangements required to operate effectively alongside Allied headquarters and national force elements.

The activity also contributed to enhancing both vertical and horizontal interoperability: vertically, by strengthening the integration and coordination of C2 capabilities across different command levels; and horizontally, by improving the ability of Allied headquarters, units and national force elements to exchange information and operate effectively across a federated environment.

Steadfast Cobalt 2026 further supported NRDC-ITA's ongoing preparation for its role within the Allied Reaction Force, contributing to the maintenance and further development of a high level of interoperability, integration and operational readiness.

The mission rehearsal demonstrated the importance of multinational training and technical validation in ensuring that Allied forces, systems and personnel are able to operate together effectively in a complex and increasingly interconnected operational environment.
